The purpose of the CPS ethics committee is to ensure ethical standards and practices are maintained within the field of psychiatry and general membership. The committee functions as a regulatory body overseeing and addressing ethical concerns, dilemmas, and potential violations within the organization.

Ethics Committee Resources (login required)

Dr. Cynthia Conrad resides in Guilford, CT. She continues to provide direct care psychiatric services to adolescents and adults through her private practice, and in contractual arrangements with several private non-profit providers and individuals, specializing in persons with developmental/intellectual disabilities and serious psychiatric disorders. Dr. Conrad is a Clinical Instructor in Psychiatry at Yale University School of Medicine, providing tutorial instruction to third year medical students during their Psychiatry clinical clerkships. Appointed by the Governor, she represents the Department of Mental Health & Addiction Services on the Board of Firearms Permit Examiners. She also serves on the Ethics Committee of the Connecticut Psychiatric Society. Dr. Conrad retired after 15 years of service from Connecticut’s Department of Mental Health and Addiction Services (DMHAS). She most recently served as the Medical Director of the Western Connecticut Mental Health Network (WCMHN), the authorizing entity that oversees and provides mental health/behavioral health community-based services for DMHAS target population clients in the northwest quadrant of the state. She previously served for 7 years as the Chief of Professional Services (Facility Medical Director) for DMHAS’s largest hospital, Connecticut Valley Hospital, a 525-bed psychiatric facility, overseeing the Medical Staff, Nursing, and other Professional disciplines (Psychology, Social Work, Rehabilitation, Recreation). In addition, she served for 14 years as contract physician surveyor for the Centers for Medicare and Medicaid Services (CMS), providing on-site evaluation of free-standing psychiatric hospitals’ standard compliance with the CMS Conditions of Participation (the health and safety standards for improving quality and protecting the health and safety of Medicare and Medicaid beneficiaries). After receiving her medical degree at the University of North Carolina School of Medicine, Dr. Conrad completed her Ph.D. in Neurobiology at the University of North Carolina Graduate School. She subsequently completed her psychiatric residency at the Yale University School of Medicine. Earlier career experiences have included the direction of an inpatient adolescent treatment unit while on the faculty of the Department of Psychiatry at the Yale University School of Medicine; the direction of the Psychiatric Residency Training Program at the Institute of Living in Hartford, CT; service as a Senior Consultant (for complex diagnostics and psychopharmacologic interventions) with the Institute of Living Medical Group, P.C. in Hartford, CT. In this capacity she provided both consultation and direct care to children, adolescents, and adults.
